Once the CFCs reach the ozone layer, they will no longer be very inert. There is sufficient UV-C at the level of the ozone layer maximum concentration (about 30 km altitude) to break up CFCs into their component atoms. So we have the unfortunate occurrence of the release of atomic chlorine right where it can do the most damage.
